Hearings and case types

Pinal Land-Use Watch lists the public hearings that Pinal County Development Services notices for the unincorporated county. Four bodies hold them.

Who hears what

Citizens Advisory Committee. Holds a public hearing on major comprehensive plan amendments before they go to the Planning and Zoning Commission. It meets a few times a year.

Planning and Zoning Commission. Hears rezonings, comprehensive plan amendments, Planned Area Development overlays and special use permits. It votes on a recommendation to the Board of Supervisors; it does not make the final decision on these cases.

Board of Supervisors. Makes the final decision on cases the commission has heard, and also hears comprehensive sign packages. A case usually appears twice in the digest: once for the commission hearing and again, weeks later, for the board hearing.

Board of Adjustment and Appeals. Hears variances: requests to depart from a specific rule of the Development Services Code on one property, such as a setback, a minimum lot size or a parking requirement.

Case number prefixes

Prefix Case type
PZ Rezoning: a change of zoning district, such as General Rural (GR) to Industrial (I-3)
PZ-PA Comprehensive plan amendment: a change of land use designation, major or non-major
PZ-PD Planned Area Development (PAD) overlay, or an amendment to one
SUP Special use permit: a use allowed in the zone only with approval, such as a cell tower
IUP Industrial use permit, such as a power plant on industrial land
CSR Comprehensive sign package
BA Variance, heard by the Board of Adjustment and Appeals

A large project often files several of these together, such as a plan amendment, a rezoning and a PAD overlay under one notice. The digest groups them under one heading.

Taking part

Every notice says that anyone interested may appear and speak at the hearing. It also says that to qualify for further notification on the case you must file a written statement of support or opposition with the Planning Department. The county notice linked from each entry gives the time and place.
